I'm trying to restrict some websites in Layer 7. It works fine in Firefox and Chrome but not in Safari. It seems like Safari is bypassing Layer 7?
I work at a school where we want to restrict some websites.

Why don't you restrict it in the content filter? Any possibility that you are using a proxy in Safari?

It will either be DNS over HTTPS, or Apple's Private Relay feature.
