How to configure a third backup route on an MX450?

(I stated this question in a less complete form, but others asked for more info, then the thread died, yet I still need guidance here.)

Hello.

The environment is an MX450 HA pair connected to two Azure Expressway links via BGP. (Please see diagram below.)

My goal is to configure a third backup route on an MX450. This third route is a VPN to be automatically activated in case the other two fail (I could even add hardware to the environment if this task was impossible on the MX450.).

It seems that Meraki, in the dashboard SD-Wan section, only allows for one backup route.

I cannot create a floating route because Meraki's do not allow one to manipulate administrative distances.

Google info states that to accomplish my task I could try manipulating keepalive and/or timeout sensors, but I do not see these sensors in the MX GUI.

Can you please advise me how to accomplish my stated goal?

Thank you!

In 19.x there is a option for bgp in a vpn.  Not used  it yet, but i would asume if the peer did something like path-prepending the route would be less preffered for the mx
