Group Policy for bypass Splash when only a MX is used?

I'm trying to create a Group Policy to bypass a Splash page which is configured on the MX.

There are no MR Access points in the network.

 

The dashboard is not showing the dropdown to bypass.

Is there another way instead of whitelisting?

There is no other way.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.
