Unable to install a licensed app

Good morning,

I have linked an app called "Moki Reader" to a tag, then linked this tag to an iPad device, I got the app licensed through the Apple Schools Manager, the app is coming up in the "Apps" tab inside the Meraki MDM app on the iPad however, the actual app will not be installed at all. I tried changing WiFi networks, the app source location from UK to US, tried removing the tag from the iPad and adding it back in but that did not seem to work.

In addition, I just tried linking a different tag to the device that have different apps (licensed the same way), they began downloading and installing but at the end of the installation, they just disappeared from the app list but they are still coming up as "Installed" inside the Meraki MDM app.

Could you please advise in this matter?

Have you set the purchase method for the app in SM?
