Unable to Download App

I am getting an error message when trying to download certain Apps "Microsoft Teams could not be installed at this time"

I have used VPP and DEP to assign a licence to one of our devices (iPad 2). All other apps and profile settings are working as normal on the device but I can't install Teams

@GianlucaCasti When you look at the app on the app page in SYstem manager can you see the amount of licenses you have available? 

Can you please include a screenshot of the error message.
