Quite a few EMMs today support OEMConfig and I thought this was well-known?

Each OEM has its own app(s) in the Google Play Store, that can be installed on devices. Using the Meraki Systems Manager supported Managed App Config profile, you can then configure that OEMConfig accordingly:
