New Device deployed but no image background(wallpaper) installed

Hi Guys, does Anyone have the same issue with the newly deployed device that has no wallpaper pushed? We have reset it already still the same.

What is the device you are managing? Is there any policies that are applied Intune/GP/etc that could effect that?
