Meraki MDM does not allow to enable permission for apps.

Hi, I have more than 100 android devices controlled by MDM. However 1 unit of the android device is unable to change the permission for Whatsapp apps, causing documents and files cannot be downloaded from it. Camera and microphone also cannot be used. The Android Restriction settings for "Prevent installation of apps from unknown sources", "Prevent uninstalling of apps" & " Prevent app control " also has been disabled.

What restrictions do you have on this device? If you open the device up from the devices page, and scroll down to Restrictions, you'll be able to see if there's something applied to the device:

 Don't forget that you can't SET a permission using Android Enterprise: You can only prevent a user from being asked using the Android Permissions Payload

These are the settings that usually enabled. I have tried to disable all these settings but same result.
