We're in the process of fixing the error to be more informative. The error is occurring because you need to accept Apple's new terms and conditions. See this Apple support article: https://support.apple.com/en-us/HT203063

I've logged into Apple Business Manager and accepted both new terms & conditions agreements, however my sync is still failing with the message that I need to accept the new terms and conditions.

From the screenshot you can the latest terms were 9/16/20 and I accepted today 9/22/20
