Camera Roll no longer appearing

We recently upgraded our iPads to the latest IOS 12.4.8. Since then we have lost the ability to chose photos from the gallery. 

We have a webpage that we use to upload photos. When it opens the camera to take a photo the gallery option is no longer there. 

It appears on the normal camera view but not when we use it through the webpage.

Any help would be appreciated.

A few questions for you.
Were you able to use the gallery for photos prior to the update?
Any other similar app which is managed or unmanaged can access gallery?
also, if you can provide more details on a webpage. if it is via a browser or inside a managed or unmanaged app?
