Assigning Apple ID to be used by iPads for Apple Store Login

I have a question and it might or might not be obvious. 

We are using Meraki to manage some iPads.  In the Systems Manager --> Configure --> Owners section we have setup an owner that is consistent with the Apple ID that we would like to use on the ipads.  From there we assigned the owner to the device.

Will that owner's account information be used when apps are deployed and updated and the ipad needs to reach out to the Apple store to download an app?

I could be wrong but, I believe that it will use the Apple VPP account associated to deploy apps via SM unless you are using Apple School Manager.

Depends what licensing option you are using, device or user licensing.
