Android reset passcode

I have a android phone from a previous employee with a passcode. The reset passcode function is not working on this phone. Please help.

I have had other cases and the solution was manual Hard Reset.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

I have the phone in my possession, it has cellular data but will not check in to Meraki.
