Android Kiosk Mode pointless?

Am I missing something or is it by design that Kiosk mode shows multiple apps on the kiosk "home" page but you cannot switch between them? Doesn't that defeat the purpose? Are you guys actually testing these functionalities before you release them? You can't even go back to the kiosk "home" page from the app you opened to unlock it by tapping the banner 6 times. If I am missing something, please fill me in.

Last time I used it, it was for a single App, and it worked great.

I do recall testing it with multiple apps - a long time ago - and recall I was able to move between them without problem.
