Meraki API keys for individuals without Org access

Hi, I've just been doing some investigation into the Meraki API and i had a query,

 

As I can see even accounts without Organization access have the ability to generate an API key for the Meraki Dashboard API access.

 

I wanted to find out if these individuals have the ability to utilize this code and if so in what way?
