Two organizations, merge to one.

I currently have two organizations. I want to be able to collapse them into one because the VPN between the two is a nightmare since Auto-VPN doesn't work due to them being different organizations. But have some questions.

1. Is there a way to just have the networks from one "moved" to the other?

2. For the currently installed VPN on the to-be dissolved organization, will it need reinstalled on local machines when moved over?

3. What fall back options are there if there are complications and we cant finish the work?

4. What possible issues can we run into?

5. Can this be done network by network or is it an all at once or nothing type of thing?

You would need to do this one by one. You'll need to create a new network in the new org, unclaim hardware from the old org, claim it in the new org, and work with Support to un-claim license in the old org, then you can claim it in the new org. It is pretty straight forward, but is tedious. You could leverage APIs to help automate some things, but it is still going to require some work.
