Is the UDP 7351 tunnel traffic based on any standard protocol like IPsec, DTLS, or other?

Hello,

 

Is the Meraki UDP 7351 tunnel traffic based off of any known standard, or is it proprietary?  Is there any documentation available on the encryption strength and methods used?

Someone posted a link to the AutoVPN document, which seemed to not be relevant.. but it did have this snippet:

 

"Device-to-cloud communication is encrypted twice: once via Meraki proprietary encryption and again using TLS. "

I am presuming TLS over UDP port 7351 = DTLS... but would be nice to know for certain.
