Without any errors, screenshots, log snippets or context, there's really nothing anyone here in the community can do to help you.
My suggestion is to verify you've met all of the prerequisites, and if you receive a fairly generic error during the process, download and look at the log from the onboarding application to see at what stage it failed.

@Awash-bank what does the switch terminal configuration look like, are there a lot of vtys?

In the following example, the user configures virtual terminal lines 0 to 4:
line vty 0 4
If you compare this to your config, you have configured:
0 to 4
5 to 15
16
17 to 97
Therefore 0-97 are all in use. I'd suggest you strip some off the end so change the last line to:
live vty 17 90
That should then allow the monitoring to be set up.

we did trip some off the vty from 16 97 and we tried it but still the same error comes up

@Awash-bank the most important things to check are that you are running a supported version of IOS on the switches and that the DNA licensing is current and correctly enabled.
Is there an upstream firewall that could be blocking the traffic? Perhaps check on that firewall that nothing is being blocked.
Check the documentation to ensure you are using a support switch with a supported firmware version.

we already allowed all traffic for the meraki cloud on the firewall and on switch but still it comes with tcp 443 error message for more information here i attached you the generated error
