Cisco Meraki licensing issue

We recently purchased licenses for the renewal   of our clients Cisco Meraki device licenses from one of Cisco's authorized distributors in Nigeria. Following Cisco's guidelines, I proceeded with the license renewal application. However, instead of renewing the device licenses, the licenses were converted to unused licenses.
I also attempted to associate the unused licenses with the Meraki devices through the dashboard, but I observed that the activation date for the unused licenses is set for June 9, 2025.
Could you kindly assist in understanding the reason behind the licenses not being associated with the Meraki devices and why they were converted to unused licenses? Additionally, I would appreciate any guidance on how to resolve this issue.
For your reference, I have attached screenshots that provide further clarification.
Thank you for your assistance. I look forward to your prompt responseMERAKI LICENSE DASHBOARD.PNGSnapshot of the dashboard showing unused licenses and license activation date.PNGScreen shot showing expired licenses and unused licenses.PNG

As @ww said, if you go to the devices tab and select a device, you should be able to assign a license, you will see the 1 year MR licenses that you bought, change the quantity to 1 (from 0) and then hit next.  Once complete the expired license will be unassigned and the new license will be assigned to the AP.

Does it mean that there is a grace period for 90 days for the old licenses that expired 9th of March 2025 then the new license can be activated 9th of June 2025?

In the Per Device Licensing model you can only have one example of each license type applied to a device.  When the existing licenses expire, the new licenses should automatically be used.  You also will not suffer an outage whilst this happens.

Apologies, I've seen that the automatic replacement didn't work...  In which case you need to unassign the current expired 4 year license from each device and you can then assign one of the new ones.  They will backdate and start from the 10th.

As you have seen, the PDL model is a bit broken, hence why no new customers can migrate to it...
