Cannot generate Web API key in Meraki Enterprise Environment in Sandbox ?

Cannot generate Web API key in Meraki Enterprise Environment in Sandbox ?

I tried everything that I can find on web but cannot generate web api key. I even tried adding Login IP address in the Organization Settings but cannot save the information as there is no option to save it. When you change the page, the inserted information gets deleted.
