I just ran into this issue again today. I was getting this pop up again and I figured out why. It was because I had the iPad tagged for an application that did not have vpp licensing selected for it. If you do not have licensing for the application it will not install and prompt you to login with an Apple ID so that Meraki can install the application. See Pictures.
