I am not sure if you ever found out a solution for this issue. I have found that there is an option in System Manager / Settings ,  then choose your settings profile list (i.e. Global IOS Policy). Then choose Restrictions. Under Security and Privacy you will see and option for Allow user to accept untrusted TLS certificates. Make sure this is not selected.
