When you set the target power, that is the power setting the AP is going to attempt to use.  As I understand it, what would be limiting it to reach that power is the capability of the AP itself or regulatory domain restrictions.  Taking a look at the AP data sheet (last page), there are multiple data rates that the AP is limited to using 15 dBm as a maximum. It's possible your just hitting the maximum capabilities of the AP on the selected channel.  I HAVE noticed (in the past at least) that the dashboard will let me set a higher target power than an AP can support.    If the client is connecting to another AP, maybe consider lowering the power of the other AP's instead? That may be what's causing your trouble device to jump to an AP in another room. ... View more

If you separate the APs between two different networks you could have one network with the SSID hidden and the other network set to broadcast the name.  As HodyCrouch mentioned, there is always the SSID availability feature that can simply remove the AP from broadcasting on certain access points.  This method is far superior in my opinion as it simplifies managing once you tag the APs, and doesn't require too much effort.  Also, I would recommend against hiding your SSID broadcast if that was your intention, it causes more problems than it's worth and is not an effective security measure. ... Thanks Philip, I reviewed that document before posting but it still left some questions unanswered.     1. Have you seen any best practices from Meraki regarding access point placement for traffic counting?  Would you want to minimize any signal bleed into neighboring areas to avoid flagging everyone as a 'visitor?'  This seems like it would be especially problematic on the 2.4 radio as the network coverage area would be quite large at the listed threshold.   2.  In the document referenced, the RSSI threshold mentioned is 10 / 15 (passerby/visitor), I assume that is SNR like in the dashboard instead of a dBM value, does that seem correct?   3.  (from my original question) does the mandatory data rate or RX-SOP affect the analytics?   Much appreciated, Michael ... I don't see this as an RF/data rate/layer2 issue but you can easily rule it out if you create a test SSID with PSK authentication.  If your device stays connected you're good on that front.  The log you posted clearly shows the disassociation is occurring after multiple 'not authenticated' log entries.  So your device is associating successfully to the WLAN but is unable to pass traffic due to its 'not authenticated' status.   Have you looked at the RADIUS server logs yet though?  I get the feeling this will tell you most of what you need to know.  If you were able to post the session log it would give a better idea what is going on. ...
