Yes if you make the slider only one slot you will effectively put the desired Tx Power on that level. However you do have the regulatory limitations so chances are high the AP will transmit at a lower power which is max allowed EIRP minus antenna gain (rounded up to next integer).   This can be a design choice if you surveyed your environment at for example 14 dBm TxPower that you put all sliders on 14 dBm.  If you designed for enough secondary AP coverage then an AP coverage should not really impact the coverage performance. ... This is very subjective, if we are going to talk in terms of RF, the ideal would be to disable it so as not to be "polluting" the air.
