Without the Dashboard you can remove the Meraki Management Profile inside the device's Settings application. On iOS this is in Settings > General > VPN & Device Management > Meraki Systems Manager > Remove Management. If you do not see the Remove Management button, the device was probably deployed as a company-owned device and cannot be removed unless the device is removed from business.apple.com and then factory reset. There's a SM > ADE settings flag for "Removable" which can control if end users are allowed to remove their own management profiles or not.
