Same issue here when i tried to authorize a user account for a client VPN i was getting this error in the Security & SD-WAN > Client VPN Page but however when i navigate to  Network Wide > Users and authorize the client VPN there it able to fetch the configuration and i dint see the error, i think this is some sort of a bug in Meraki ...
