If the firewall remains up then it should be providing the IP addresses to the devices and they should continue to work locally.  What do you see on the switches when the internet goes down? i.e. light on front panel, lights on ports, can you ping the management IP, can two devices that can normally ping each other still do so, do they retain IP addresses etc.? ...
