Generally, in-room access points work better than access points in hallways outside of the rooms. Take a look at something like the MR30H. https://meraki.cisco.com/product/wi-fi/indoor-access-points/mr30h/ If you have areas where a lot of people gather (like common spaces) check our the MR56. https://meraki.cisco.com/product/wi-fi/indoor-access-points/mr56/ Allowing everyone access is the easiest solution. If you want to do per-user controls check out the Splash Access education system. https://www.splashaccess.com/splashaccess-education-campus/ It allows students to onboard their own devices (smart phone, play station, etc). It allows them to roam around a facility. And it allows you to disable individual student accounts.
