I've had variable results for Quad9 based on where you are in the world.  Some places are great.  Others cause web browsing to drag.   I'd just give it a try and see which you like better.   It's like having two right answers. ... View more

Click on the client in the dashboard and see if any firewall or content filtering rules are applied.   My guess - a content filtering rule.   You could also try checking the event log and the security event log in the dashboard. ... View more
