You might want to open a ticket with Meraki support.  As I'm looking at the ARP request, I'm wondering why the MX is sending that packet.   ARP requests should only happen for devices thought to be on the same network, I'm having a hard time seeing how the MX could see the who has and the tell addresses on the same net.   mark ...
