Jeff,   So I was working on this problem this morning and created a third access policy...Mac Address Bypass but also I found in my radius server that under client IPv4 address I had put in the IP of my printer instead of my switch.  Now it all works as it should.   Thank you all for your ideas and help...this problem is solved!!! ...
