I've set this up successfully after following the instructions here: Traffic Mirroring - Cisco Meraki Documentation   The key steps are to upgrade switches to MS 18.x, and to opt-in to the dashboard feature under  Organization > Early Access.  Once that's done, the RSPAN config is done under Switching > Switch settings, which is different to SPAN config under Switching > Switch Ports. ...
