Your problem is Tx power. 10 dBm is too low and 24 dBm is too high. Keep it to around 17 dBm. You'll get a lot of misleading info about Tx power from vendors/integrators/et al. Wi-Fi is a two-way communication medium so Tx power needs to be similar on client and AP. Most clients are in the neighborhood of 17 dBm (50 mW).
