I just opened a case with Cisco Meraki about this issue, they say its a bug in the firmware. I say it's garbage, they discontinued the MS425 and tried to pass off this inferior Catalyst a suitable replacement. The  C9300X-24Y is not even close. They say it will display activity as long as its an access port. Hello its an all gbic switch who is going to use if for that purpose.
