Hi,   When using templates, some things can still be overridden locally, the list is here: https://documentation.meraki.com/General_Administration/Templates_and_Config_Sync/Managing_Multiple_Networks_with_Configuration_Templates#Local_Overrides   That said, turning ports on or off isn’t included in this list. So, the best way forward would be to rethink the templates, making sure groups of devices in each template need the same settings.
