I have had some issues like this on projects. what I would recommended: unplug all cables from the MX.  do a hard reset - hold reset button for a good 10-15 seconds connect to the MX local status page and configure WAN IP details (confirm they are correct) reboot the MX and locally connect and confirm the WAN details are still 'saved' then try connect again   ...
