The documentation, examples and Liquid templates certainly imply that it is one device alert per-webhook. It's what I've always assumed. None of the sample alerts has the device details the alert refers to represented as an array element, without that kind of structure I don't see how multiple devices could be packaged in the payload and still match the template.
