what is the behaviour of meraki ap when connect to a non dhcp enabled network

what is the behaviour of meraki ap when connect to a non dhcp enabled network and static ip assigned to it

Same exact behavior that it would be on a dhcp enabled network.

when we connect new ap to poe switch and on a switch dhcp is disabled we accces local staus page and give static ip to ap then  i want to know behaviour of ap ? how it communicate to cloud and is it broadcast ssid ?

It starts trying to connect the cloud via the configure ip gateway. If it cant connect the meraki cloud it cant get its config and won't work properly.

You will also need to configure the AP (and the upstream network) to be able to reach public DNS, to resolve the Meraki cloud IPs.
