Scheduled Availability Templates
Another silly question. Can you create Schedule Templates on the SSID Availability page, or are you limited to the pre-created ones? If so, where do you create the templates?

No, you can't.
I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

Look into using tag-based SSID availability.
https://documentation.meraki.com/MR/Other_Topics/SSID_Availability
This lets you create multiple schedules (at the template level) and assign them to a tag. Then at the individual network level you tag the APs to which you want them applied.
