Here are the steps to configure SNMP v3 on Meraki MX:

Log into the Meraki administrative interface, navigate to Organization > Settings.
Under SNMP, you can choose between DES and AES (128).
Provide the necessary details for SNMP v3.
Save your changes.

Here is a sample command to extract information via SNMP requests.

snmpget -v3 -l authPriv -u xxxxxx -a SHA -A snmpuser1 -x AES -X snmpuser1 snmp.meraki.com:16100 iso.3.6.1.2.1.1.1.0

Have you also enabled SNMP on the Network?

This is in Network-wide > Configure > General > SNMP access
