You need to contact whoever you purchased the device from and ask them to remove the device from their Organisation.

Hi @ปลาวาฬทราย
Do you have access to your Meraki Dashboard and are you an Admin?
If so you can find who other admins are org inventory under
Organisation > Configure > Administrators/Inventory

Contact your Meraki admin to search this serial in inventory and see logs menu for keyword "claim" to find related information on network it is in.
