You'll need to provide some more information around the configuration here.   Do the clients change VLAN (& therefore IP address) when they roam?   If they do, you'll need to enable a means for Layer-3 roaming.   This choice tends to be a function of scale:  how big the environment is - how many clients do you get associating with this SSID at the same time?

If you can, I would look to stick to Layer-2 roaming only;   with this the client is always assigned to the same VLAN, whichever AP they associate with or roam to.   You would also maybe want to look at L2 roaming mechanisms, though there are some dependencies, depending on how clients are being authenticated:   https://documentation.meraki.com/MR/Wi-Fi_Basics_and_Best_Practices/802.11k_and_802.11r_Overview

When you say the floors have different firmware versions, I assume you have one dashboard network per floor?

A Meraki Dashboard Network defines the fast-roaming domain. If a station roams from an AP in network 1 to an AP in network 2, a slow roam is expected.

@KarstenI makes a great point, which I should have spotted myself.   If you have one site, all the APs should go in the same Network.
