How to process 802.11x authentication packet with Radius

We are verifying a configuration with 802.11x authentication on a wireless network.
When I saw the 802.11x packet processing in the packet capture, I once forwarded the 802.11x packet to the in-house radius server via the meraki cloud.
Is this the correct process?
I thought the client terminal would forward the packet directly to the in-house radius server.

The meraki ap management ip communicates with the radius.

 

Check if you selected to use "RADIUS proxy": do not use meraki proxy
