How can I configure or change the NTP server that the meraki switches is using?

NTP is handled by the Meraki Cloud. You cannot manually configure NTP on Meraki devices nor use them as time servers for other devices on your network.

You can't. Time is set via the Dashboard. All you can do is change the timezone.

NTP can be set up in the DHCP Pool as an option (Code 42) on the MX device. Especially if you have non-meraki downstream switches

Yes redirections of NTP requests are possibles as you say but only for clients. Meraki's devices are forced to resolve NTP requests with pool.ntp.org
