Is this switch linked to a network?

If so, you have to remove it from the network before doing the factory reset.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

The switch is completely offline with no cable connected. I have tried with another switch configured the same way and it works.
