From my experience, unless you've ot a very flat network, limited bandwidth or lots of old client devices, broadcast storms are pretty rare. That said, they can definitely still occur.
To answer your question, you know you have broadcast storms if your network grinds to a halt and the broadcast counters on the switch ports are increasing at an incredibly high rate.
As @alemabrahao wrote, you can look into using storm control as a preventing mechanism.
