Access Policy for switches using Local Auth without Radius

We would really like to use certificate authentication for physical ethernet connections, but do not want to host a Radius server. I see the MR devices now support a local auth feature which appears to behave this way, but I don't see anything like this available in the switch access policies. Meraki Local Authentication - MR 802.1X - Cisco Meraki Documentation

 

Is anyone aware of a similar feature to this that would work for MS devices?

There is no way to do this for MS switches for Windows machines.

 

You can do it in a pure Mac environment using Systems Manager (it installs certificates onto the machines and does 802.1x authentication).

That is unfortunate. It seems like functionality that would be most useful if standardized across the entire network.
