error has never connected to the meraki cloud

Presuming it's plugged in and receiving power and getting an ip, follow this guide to check the firewall rules for your org and make sure you are allowing the necessary connectivity:

Have you tried Factory reset it ?.  After that,  sure  its connected to the meraki cloud.
