Can avigilon cameras be imported into the meraki dashboard?

No, only Meraki devices work on the Meraki cloud.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

The Meraki dashboard only works with Meraki and certain Cisco Catalyst devices.

Meraki cameras will not work on other CCTV systems either and are only compatible with the Meraki dashboard.

Just one slight addition to @BlakeRichardson 's summary; RTSP does allow Meraki cameras to output raw footage to other systems which can ingest that. You do still need and use the Dashboard to provide all the management functions though - and it provides a MUCH slicker way to find the useful footage from within such streams.
