I am trying to connect MV63 camera to wireless. I have connected Meraki Camera to "OUT" port in PoE injector and also have created wireless profiles in dashboard. "IN" port is not connected to switch
PoE has green light and the camera is blinking Blue however, not able to connect to Wi-Fi.
if I connect "IN" port to switch, it connects but works with wired profile and not wireless

You may want to connect the Camera with a wired connection first and leave it for about 30 mins or so, to ensure it has upgraded, pulled config and wireless profile.
Afterwards, you should be able to install it with the wireless connection, assuming there is adequate wireless coverage.

One quick question - Can PoE 802.3 adapter be used for wireless cameras? so that isn't a problem correct?

I can confirm the MV can connect wirelessly when powered by a PoE injector - my MV63 and MV93 at home are connected via wireless profile only, and are powered via Cisco AIR-PWRINJ6 PoE injectors.
You may want to call in to support for further advice on the specific steps in your scenario, as the camera needs to report a stable configuration for that 30 minute period to be able to retain the wireless profile configuration thereafter.
Did you configure 2 SSIDs? You must have at least one secondary wireless profile configured.
Yes you can use PoE adapter for Wireless camera, you just have to check the power delivered by the injector and the power required by the camera
