The high-level things you need to do are:

1. Create a dashboard account and add the device SN# to the inventory.
NOTE: If the previous owner has not released the device from their dashboard account, you are stuck. There is no way you will be able to use the device.

2. Create a network in the dashboard and add the device to the network

3. Purchase an MX67 license and add it to your dashboard. If you don't purchase a license, the device will disconnect from the dashboard in 30 days.

There's plenty of guides and docs for getting started:

Yes, it can load balance two WAN connections, however as stated by @Brash, if you cannot add it to the dashboard, you cannot do anything useful with it.

Kudos to the above from @Brash .  Fingers crossed you haven’t purchased yourself a nice little doorstop.

Hi Again, ok I was ablet to get the merkai sd wan installed and adopted in my dashboard and it works well, i have not delved into the settings from DB cloud as of yet , i did receive an email on licensing info. Also this device was never used in a production environment as the meraki dashboard indicated to me woo hoo. however that is what brings me back the LICENSE purchase what is this going to cost.  This is only for my home lab / home lan that i use for work, computer use, gaming console use, media streaming, etc. thanks for any advice.

Hi @Anonymous , do you need the sd-wan license?  It’s going to cost you around £500+

If it’s just home use look at the ent license instead

Try Insight

You can change the license term if the 3 year one is a little pricey to start with.  Also, do you have the mx67 or mx67w?
